Three-Men-in-a-Room

Three-Men-in-a-Room refers to the secretive way deals were made in Albany. The men included the three most powerful state political leaders: the Governor, the Assembly Speaker, and the Senate Majority Leader. This informal power sharing arrangement was harshly criticized for excluding others at the bargaining table and for its historic male dominance in New York’s halls of power. The “three-men-in-a-room” model ended when, in 2019, Andrea Stewart-Cousins became the Senate Majority leader (followed in 2021 by Kathy Hochul becoming governor).
